Milton was born in Rocky Mount, North Carolina. After completing high school and receiving three military academy nominations from his U.S. congressman and senators, he enrolled at N.C. State University in Raleigh. He completed his B.S. in Accounting degree at East Carolina University in Greenville in 1988.
Working in public accounting since graduation, Milton has been associated with local, regional, and national accounting firms, including three years with McGladrey & Pullen in Wilmington, North Carolina. He joined Davenport, Marvin, Joyce & Co., L.L.P., in August 1994 as tax supervisor, was promoted to tax manager in 1997, and became firm-wide tax partner in November 2004. He has focused on taxation issues since 1990, including tax research for both open and closed transactions, structuring complex tax transactions, estate and income tax planning, and representing clients before federal, state, and local tax authorities. Milton regularly writes and reviews articles in local, regional and national publications on tax matters and spends significant time monitoring current tax issues and legislation.
Milton is a member of the North Carolina Association of Certified Public Accountants, where he is Chair of the Tax Committee since 2007, and was Chair of the State Tax Subcommittee from 2005 to 2007. He is also a member of the American Institute of Certified Public Accountants, where he is also a member of the Tax Section. Milton is also an active member and the 2006-2007 Vice-Chair of the Tax Executive Committee of CPAmerica International, where he regularly writes or technically proofs their tax publications and speaks at their conferences. In 2007, he received the Certified Specialist in Estate Planning designation, awarded by the National Institute for Excellence in Professional Education, LLC. Milton is also a member of the Nat Greene Kiwanis club where he has served on the board of directors, and is the Treasurer of Boy Scout Troop 68 in Jamestown.
Milton and his wife, Angie, are active members of Friendly Hills Church. They enjoy biking, camping, and other outdoor activities with their children, Matthew, Nathaniel and Abby.
